Extra police patrols might make some residents feel safer, but they can also contribute to the feeling of living in a War Zone.

Plus, what's the point of patrolling a neighborhood full of abandoned homes, graffiti (especially on city/state-owned property) and neighbors who aren't watching out for each other?
