we just went through the same thing here in Carsbad! only our "contractors" were actually getting paid by the HOA and asking for payment from each house
I can't really see the benefit of painting a house number on the curb - too low down to see and liable to get damaged. Far better to have a proper house number plaque mounte on the wall.
